The Department for Coordination of Scientific and Technical Programs and Projects is responsible for organizing, supporting, and monitoring the implementation of research and development (R&D) projects, as well as for developing and executing state and sectoral scientific and technical programs. The main task of the department is to ensure effective interaction between the Center, its branches, and partners, promote innovation and commercialization of scientific developments, and enhance the competitiveness of products to meet international standards.

  • Participation of the Center and its branches in competitions and tenders for the execution of government contracts.
  • Development of budget projects for scientific and technical programs (STP).
  • Formation and support of grant-based, program-targeted funding projects, commercialization projects, and other government and sectoral scientific and technical programs.

  • Technology for the integrated processing of rice husk to obtain silicon-carbon (SiC-C) composite and organic product (OP), with applications of the OP as a feed additive in poultry farming, as a filler in rubber and structural carbon materials, and as a disinfectant in veterinary practice and plant growth stimulant in agriculture.
  • Plasma-chemical technology for the production of a β-modification silicon carbide–carbon composite for use as a component in friction carbon materials.

PRODUCTION OF NEW MULTIFUNCTIONAL MATERIALS FROM RICE PROCESSING WASTE

Global rice processing generates several million tons of rice husk annually, including approximately 60,000 tons in Kazakhstan. The majority of this rice husk remains unused and is discarded, causing environmental concerns.

The RSE "National Center on Compleex Processing of Mineral Raw Materials" has developed, for the first time in Kazakhstan and globally, a method and equipment for the thermal processing of rice husks (Patent of the Republic of Kazakhstan No. 34661 dated June 7, 2019, and Patent No. 8997 dated April 12, 2024), resulting in the production of silicon-carbon  and an organic product.

We have established a production facility with an annual processing capacity of 4,200 tons of rice husks, yielding 1,500 tons of silicon-carbon and 1,500 tons of organic product. Commercial production is scheduled to commence in Q4 of 2025.

Silicon-carbon can be used as a biologically active feed additive in poultry farming, leading to increased productivity and reduced feed consumption.

Aqueous solutions of the organic product can be utilized as a disinfectant in veterinary applications and as a growth stimulant in crop cultivation.

The total demand for silicon-carbon in Kazakhstan is estimated at 20,000 tons per year, while the demand for the organic product exceeds 5,000 tons annually.

The capital investment required for establishing a production facility with an annual processing capacity of 4,200 tons of rice husks amounts to KZT 693 million.

The annual operating costs for producing 1,500 tons of silicon-carbon (SC) and 1,500 tons of organic product (OP) are estimated at KZT 900 million.

Projected revenue from product sales totals KZT 2,088 million. The total annual profit is projected at KZT 1,188 million, with a production profitability rate of 112%.

Laboratory Description

The laboratory specializes in conducting physicochemical analyses within the framework of scientific projects of the National Center “CMRP” RK, as well as under contracts with external organizations.

The main focus is on engineering instrumentation, improvement of analytical methods, and the development of new devices for the determination of chemical elements.

Among the significant achievements are the development of an industrial model of a flame photometer for determining Na, K, Li, Rb, and Cs in solid and liquid samples (2014), as well as a device for automatic background radiation correction in flame photometry.

Main Research Objectives and Directions

Development of processing technologies for Karatau black shales (Balasauskandyk and Kurumsak deposits) with extraction of vanadium and rare earth metals. The result was the creation of a technological regulation for constructing a pilot industrial site with a capacity of 15,000 tons/year of Balasauskandyk ore (2008-2014)

Development and testing of technology for extracting rare and rare-earth elements from weathering crusts of the Kundybai deposit (2011-2014)

Processing of chrysotile-asbestos technogenic raw materials to obtain commercial magnesium products (bishofite and carnallite) (2015-2020)

The technology successfully passed pilot-industrial testing and was implemented at JSC "Kostanay Minerals". Within the framework of the commercialization project of JSC "Science Fund", industrial production was organized (commissioning act dated 11.12.2020)

The ERC is an integral part of the ecosystem for the complex processing of mineral raw materials in the Republic of Kazakhstan.

Research and Development (R&D), multi-disciplinary innovative production, a favorable location within the industrial cluster, the presence of road and railway networks, as well as other communications essential for logistics, position the EC to potentially become one of the leading experimental research and production centers in Almaty in the future.

The ERC area includes buildings and structures, as well as corridors of existing engineering communications, with access roads to adjacent industrial sites. The territory is enclosed by a reinforced concrete fence, with several vehicle entry points and a railway dead-end.
